I had someone ask me about titling out of California... I drove a black 94xr2 from there to Florida for a former friend, he never retitled in Florida, after several years the signed California title was lost, and attempt to get another title from the former owner was just expensive... California said since the registration was not renewed for 3 years, then 3 years back registration fees were due, even though the car was not in that state.  Also, with penalties, cost would be over $1400 for a duplicate title from the state, so that never happened... I'm told Oregon is the same, cost wise

Yes, I've heard California taxes and registration are crazy.  You can get an NC title by filing a bond and VA titles are even easier.  The bond is a simple insurance policy from any auto insurance company.
