What should be there?

In the engine compartment, Driver's side on inner fender. What was held there with a black attached 'cable-tie' & connected to the wire harness?  Here's a piture.

If the one on the left is just a single wire, its a connector for any diagnostic equipment that requires a tach signal. It should be close to the connector for the ignition coil.

The other one might be a connector for the cruise control servo?

A cruise control servo... Both the black 'cable tie' & the 3 or 4 wire connector are secured to the metal fender.  sound right to you?
Yes, the single one would be a 'test' connecton like you said.
