It does look like it is installed backwards - can you get a picture or describe the ports on it? Try running the recirc as open (plug off the return to the pipe first) you should hear a pssshhht or woosh as a blowoff. If not then it is in backwards.  Did you happen to get a diagram with it?

No, I did not get instructions...this is the one I have ordered on ebay...per your instructions.  I have contacted the person selling it and she said just remove the old one and install the new one...I gave up.

Okay, I do think its in backwards. The center port should have a piston in it - that piston will move toward the cap with the vacuum line attached, letting bypass boost out the side port. Try switching it around and let us know how it works. It might partially work in the current configuration but they generally rely on the boost to help push the piston open.
