rough idle problem

so i got this kinda weird problem so every time i turn my ac on the idle gets really rough about 600-700 rpm i would say  but with out it runs good about 1000 if i put the idle to about 1500 and i turn the ac it runs about 1000 with the ac on but like i said with the ac off its stays about 1500-1700 which is kinda high for just an idle theirs a dashpot the throttle cable does any one know what that's for because its its kinda screwed up all the way up and it doesn't even hit the flap on the throttle body where its soppose to meet
