Stuck hand brakes

What would be the cause to stuck hand brakes?
I can see the cable move from the lever to the splitter under the car.  It's stuck between the splitter and the wheels.  Prior to my possession, I think the car was sat for a long time.  What's the easiest way of fixing this or replace cable? WD40?
